THE 2012 PRE-APPRENTICESHIP SELECTION RESULTS

Lilongwe, September, 26, 2012-Technical, Entrepreneurial, Vocational, Education and Training Authority (TEVETA), has released 1,580 names of those that have been selected to undergo training in various public and private technical colleges in Malawi.

There were 16, 236 applications received out of which 3,776 are females and 12, 460 are males representing a percentage ratio of 23:77 respectively. This represented a rise in female applicants from last year’s 21:79. A total of 149 People Living with Disabilities (PLWD’s) applied and 29 have been selected representing a 19.4% of the total PLWD’s.

The selected trainees are requested to report at their respective colleges on Monday 1^st October, 2012. A grace period of three weeks until the 22^nd of October, 2012 has been granted and failure to report by the stipulated date will render the place vacant.

All successful trainees have been notified in writing and they are required to pay fees amounting to K14,000 per term broken down as follows; K8,000 Boarding Fees, K5,000 Tuition Fees and 1,000 Book Fund. All selected trainees on day release should seek the assistance of their respective colleges on the information about lodging facilities. Each trainee must bring a work-suit and leather boots for safety during training, without which the trainee may not be allowed in the workshops for practical training.

The list of names of successful trainees can be found at any District Education Managers Office, District Labour Office, TEVET Desk Officer, all Technical Colleges and Regional TEVET Service Centres across the country.

Peter Tatchell won the Lifetime Achiever Award at the National Diversity Awards ceremony in Manchester last Friday, 21 September. It was hosted by TV presenter, Brian Dowling.

The National Diversity Awards recognise contributions to equality and diversity in the fields of race, gender, age, disability, sexual orientation and gender identity.

After receiving a standing ovation, Peter Tatchell dedicated his acceptance of the award to “the courageous human rights campaigners in Africa, Asia, Latin America and the Middle East. Far more than me, these people have risked their lives and liberty to defend human rights - often at great personal cost. Their heroism is a true inspiration. I walk in their shadow. I salute their courage.”

The Chair of the Peter Tatchell Foundation, Anthony Gajadharsingh said:

“We are delighted that Peter has received this prestigious award in recognition of his human rights work with the Peter Tatchell Foundation and with the many other equality and diversity organisations with which he has collaborated over the last 45 years.”

In his acceptance speech, which paid tribute to his fellow nominees, Peter Tatchell said:

“I do my bit for human rights, as do many of you and many, many others. Together, we make the change.

“In my 45 years of human rights campaigning I have worked with so many extraordinary, amazing, inspiring people. I couldn’t have done half of what I’ve done without their support. To work with them has been a truly great honour and privilege.

“I’d like to dedicate my acceptance of this award to the courageous human rights campaigners in Africa, Asia, Latin America and the Middle East. Far more than me, these people have risked their lives and liberty to defend human rights - often at great personal cost. Their heroism is a true inspiration. I walk in their shadow. I salute their courage.

“One simple idea has guided my human rights activism: Don’t accept the world as it is. Dream of what the world could be - and then help make it happen.”

Anthony Gajadharsingh added:

“Peter’s many extraordinary achievements include two attempted citizen’s arrests of the Zimbabwean dictator Robert Mugabe (London 1999 and Brussels 2001), staging the first gay rights protest in a communist country (East Germany 1973) and exposing the Nazi war criminal SS Dr Carl Vaernet (1998/1999).

“In the late 1970s, he pioneered the idea of a single comprehensive equality law to prohibit all forms of discrimination. More recently, in 2005 he initiated the current efforts to end the UK’s twin bans on same-sex civil marriages and opposite-sex civil partnerships.

“During the Olympics, Peter spearheaded protests against the sexism and homophobia of many National Olympic Committees; working together with the European Women’s Lobby and women’s rights activists from Africa, Asia and the Middle East,” he said.

Abraham Eshetu, anti-racist campaigner and head of equality and diversity for Norfolk Constabulary, and an NDA nominee for Positive Role Model (Race), added:

“Peter has been an inspiration to me for the last 20 years. He has shown us the way to challenge injustice and fought for what's right. His work benefits not just minorities but it has made Britain a better place for us all.”

CfSC: Malawians Suffering the Effects of Income, Nutritional Poverty Due to Economic Downturn

AUGUST 2012 PRESS STATEMENT

That most Malawians are suffering from the effects of income and nutritional poverty in the face of the ensuing economic downturn is not an overstatement.

Since the Malawi economy started to show signs of a serious slowdown, a high percentage of struggling households have plunged into extreme poverty and as a consequence their household incomes are inadequate to meet the cost of basic food and essential non-food items.

This is clear testimony of the depth of poverty in the country. According to Centre for Social Concern (CfSC) Rural Basic Needs Basket - a quarterly survey that measures nutritional poverty and social service delivery in selected rural districts of Malawi that include Chikwawa, Lilongwe rural, Zomba rural and Dedza continues to reflect serious income and nutritional deficiencies.
The 2012 CfSC fourth quarter Rural Basic Needs Basket (Rural BNB) indicates serious failure by most households to meet key nutritional requirements deviating significantly from the World Health Organisation (WHO) recommended standards for an individual to lead a healthy and dignified life. For instance, the average energy intake in this quarter shows that most households are consuming approximately 1892 kilocalories falling far below the WHO recommended 2400kilocalorie threshold for a rural setting. Such as deficient presents multiple developmental challenges especially to growing children – with the prospects of having a negative lifelong impact.
The National Statistical Office (NSO) Integrated Household Survey report (HIS, 2010-2012) also reveals that 30.6% of 6 to 59 months old children in Malawi are underweight. Indeed, nutritional poverty continues to be reflected by the unacceptably high chronic malnutrition rates currently standing at a national average of 1% (severe) and 11.4% (moderate) for 6 to 59 months old children being stunted.
Furthermore, over 76% of households in our Rural BNB study areas failed to meet the cost of essential non-food items. Although most households in rural Malawi produce their own food, the above statistics means that households in those rural areas are not only nutritionally poor but also income impoverished – a fact reflected by their failure to meet the cost of essential non food items like bathing soap, among others. In view of the above developments, CfSC reasserts the need to see nutritional and income poverty being actively addressed especially in rural communities.
One of the ways this could be done is through more regular collection of information on rural poverty and its timely dissemination to relevant stakeholders at different levels to aid in the design and implementation of rural programmes that seek to address this issue. Although policy pronouncements are important as a starting point for sustainable responses, government should go beyond policy prescriptions to implementation of strategies and programmes.
Stakeholders in the rural development agenda should recognise that nutrition is not just about food. To make the necessary change in lives of Malawians affected by nutritional poverty thus requires concerted and broad multi-sectoral approach. This concerted response needs the full engagement of affected communities, working closely with relevant government ministries especially at the local level.
Malawi can also benefit from global expertise and good practices in this regard. Proven solutions are available in addressing income and nutritional poverty from which we can learn as a nation.

Women lose out in new Statutory Corporation boards’ list

President Joyce Banda has appointed new Statutory Corporations’ board
members, maintaining the practice of previous presidents by replacing
the bulk of members appointed by former president Bingu wa Mutharika.

This is according to a press release issued on September 17, and
signed by Deputy Chief Secretary to the Government, Hawa Ndilowe. The
appointments take effect from September 10.

One of the surprises in Banda’s new list of Board members is the
limited number of women, as men continue to dominate top government
positions. The President has just left the country for the 67th
Session of the United Nations General Assembly in the US, where she
will also be awarded by the African-America Institutes for championing
women’s rights and business leadership on September 26.

The other notable surprise is the paradigm shift to limit number of
traditional leaders appointed to the boards, some of whom include
Traditional Authority (T/A) Mlilima of Chikhwawa, T/A Dzoole, T/A
Kachindamoto, T/A Chowe, and Paramount Kyungu.

Among the notable names making the list are Airtel Managing Director,
Saulos Chilima, who has been appointed as board member for struggling
Air Malawi, PeopleS Party politicians Jean Kamphale, Blantyre Water
Board member; Harry Mkandawire, as chairperson for Lilongwe Water
Board; lawyer Wapona Kita, Central Region Water Board member;
disability rights activist Mussa Chiwaula, who is the chairperson for
Malawi Bureau of Standards (MBS).

Others are gender empowerment advocate Faustace Chirwa, who now chairs
Malawi Council for the Handicapped Board; Catholic University of
Malawi Vice-Chancellor, Prof. Anacklet Phiri, as a member of the
Malawi Institute of Education board; financial market expert Chikavu
Nyirenda, MBS board member; Rev. Levi Nyondo, Northern Region Water
Board (NRWB) chairperson; Salim Bagus, NRWB member; and Owen
Kankhulungo, National Industry Construction Council of Malawi board
member.

Dr. Lazarus Chakwera chairs the Malawi National Council of Sports
Board, which also has TNM Public Relations and Sponsorship Manager
Wilma Chalulu, Dean Pinto, Gwynyth Chisale, Khrishna Achutan, Yasin
Osman, Julius Mithi and Grace Thipa as members.

One of the highlights of the board membership list will be the small
number of women appointed to various boards (excluding ex-official
members). For instance, out of the six members appointed to the Air
Malawi board, only two are women. The same goes for Blantyre Water
Board, where out of the eight members, three are women; Lilongwe Water
Board, two women out of eight members; Central Region Water Board,
where two of the six members are women; Malawi Institute of
Management, two women against four men.

The same goes for the Malawi Institute of Education, with two women
out of eight members; MBS, which has six male members without a woman;
Malawi College of Accountancy, which has seven men and no woman;
Malawi Accountancy Board, two women out of five members; NRWB, six men
no woman; National Industry Council of Malawi, with 10 male board
members and one woman, among other statutory corporation boards.
However, Macoha, whose board is chaired by Faustace Chirwa, has two
men and three women.

Are Malawian Wives 'Temporary' House Workers: Why Deny Them Ownership Rights?

ADOPTING the husband’s name, or tying the knot, does not offer enough grounds for a wife to claim a share of her husband’s property in the case of death or divorce, The Sunday Times has established.

Women and Law in Southern Africa Research and Educational Trust- Malawi (Wilsa) coordinator, Seodi White, has since blamed the development on outdated statutes.

“Inequalities in marital property law are not new issues, but the HIV epidemic has dramatically aggravated the effects of such laws, including by increasing the number and vulnerability of widows and orphans. More women are becoming heads of households or widows, often in the context of family resources having been depleted because of illness. These women often lack independent property rights or livelihoods,” White said.

Wilsa’s constitutional challenge submitted in the Constitutional Court of Malawi in 2009 has not borne any tangible results, save for the part-hearing conducted on November 25, 2011.

White said most local courts use ‘Married Women Property Act 1882 and interpret Section 17, which stipulates that property is only held “jointly” if a direct financial contribution has been made to its acquisition.

Section 17 of Malawi’s ‘Married Women Property Act, 1882, reads: “In any question between husband and wife to the title or possession of property, either party may apply by summons or otherwise in a summary way to any judge of the High Court of Justice and the judge may make such order with respect to the property in dispute as he shall think fit.”

Malawi’s June 28, 2004 report submitted to the Committee on the Elimination of Discrimination against Women (Cedaw) also indicates that “The High Court, on its part, insists that the party who can prove that the title vests in her/him should be given the property. If a party’s claim is based on contributions, Malawi courts still insist that the contribution must be direct and financial. Housework and indirect contributions are not given any value.”

According to Wilsa, some of the cases in which such law was applied include the divorce case of Abeles versus Abeles. The High Court upheld that beneficial interest in matrimonial property belongs absolutely to a given party and that any spouse wishing to claim a share in an object of property that is not in her or his name must prove their contribution.

This position was upheld in the case of Cromar versus Cromar in 1991, and that of Catherine Malenga and E.F. Malenga (Matrimonial Cause Number 13 of 2001).

In a 2002 case of Magombo versus Magombo, filed at the Lilongwe Registry, the court said contributions must be financial, or a clear intention of the spouses must be expressed.

In 2005, the High Court (Lilongwe District Registry Civil Appeal No. 7 of 2005) reiterated this position in the case of Lighano Owen Mwalwanda versus Doreen Dawila Mwalwanda. It said property rights in matrimonial matters must always look at the intention of the parties in acquiring the property.

But in the case of Jane Mkulichi versus Henry Mkulichi ,Civil Cause No. 1062 of 2007 decided in 2009, a wife was able to prove her contribution and won her case.

In the case of Kayira versus Kayira (Civil Cause No. 44 of 2008), the Mzuzu High Court stated, in part, that the Constitution should be interpreted in a generous and broad fashion as opposed to strict, legalistic and pedantic one.

However, while Malawi continues to apply the law of 1882, England, Ethiopia and South Africa distinct approaches have been applied.

In England, the Matrimonial and Family Proceedings Act 1984 expressly directs a court to assess the “contributions of the parties to the welfare of the family, including any contribution by looking after the home or caring for the family.”

In Ethiopia, marital property, according to the Revised Family Code of 2000, says all property acquired during marriage “common property” while, in South Africa, the ‘Matrimonial Property Act 88 of 1984 prescribed default marital property regime of “community of property” for all civil marriages, meaning that all of a couple’s assets and liabilities are pooled and shared equally by the spouses.

MPONELA RURAL HOSPITAL BEDS

The Ministry of Health wishes to bring to the attention of the General Public and all stakeholders that it is currently engaged in rationalization of resources in the Health sector that they benefit all Malawians.

This is the same in the case of Mponela Rural Hospital where 13 beds without mattresses were redeployed to other Health facilities in Mzimba District.

The rationalization process has benefitted a number of Hospitals in the following manner:

 In 2011, Dowa District Hospital had no washing machine and an autoclave and the Ministry sourced them from Phalombe District Health Office.

 In the same year, Chintheche and Monkey Bay Rural Hospitals had a shortfall of beds and these were sourced from other Health facilities that had surplus.

 In February 2012, Chisoka and Malikula Health Centres in Thyolo and Mangochi respectively failed to open due to lack of equipment. The Ministry sourced them from Nkhotakota, Salima and Mchinji Districts Health Offices for the centre’s to open.

As such in the case of the Mponela Rural Hospital, the request to redeploy some beds from the Hospital to where they were needed, was a temporary measure as they had surplus beds without mattresses, and the agreement was that they will be replaced.

The Ministry of Health wishes to advise the general public that the 13 beds from Dowa will be returned by the Weekend beginning of 21st September, 2012.

Further upon visiting the Hospital and inspecting the facilities on the afternoon of Thursday 20th September 2012, the Honourable Minister of Health, the Right Honourable Khumbo Kachali noted with concern that despite having beds, most of the beds have no mattresses.

The Ministry of Health will therefore not only replace the beds, but provide mattresses to all beds at Mponela Rural Hospital including those in the male, female and Children’s wards.

The Ministry of Health wishes to assure all Malawians that it will continue to strive to provide utmost adequate healthcare to all Malawians and that the rationalization process will continue based on assessment and consultations with communities and stakeholders around Health facilities.

Counting Malawi's 'Firsts'

It is so simple, to begin with: Once a mother, always a mother.

In the past, it was so easy to understand what it meant to call the 'Mother of the Nation". It, automatically, meant the First Lady.
It all started with the first President, the Father and Founder of the Malawi Nation, Ngwazi Dr. Hastings Kamuzu Banda. Though he was, officially, Malawi 'Senior Bachelor', he used to address the First Hostess (that special lady we all, as Malawians, have come to admire) Cecilia Tamanda-Kadzamira as Mama (for mother).
That means, even as official hostess, Mama was mother to the nation. The precedent was set.
So, when Bakili Muluzi took over the State Presidency cap, his wife, the then First Lady Anne Muluzi, automatically became the 'Mother of the Nation'.
Those children less privileged to lose a mother at a tender age saw a mother in Anne.
It appeared so strange at first; Anne's position. She was the first Malawian woman to be called 'First Lady'- though, to Muluzi, she was not the only lady.
From 1994 onwards, Malawians, somehow, got used to the title of First Lady, the mother of the nation by virtue of taking care of the man who, by fluke or pre-ordination, was born years back- only to become President of this great Republic.
Then, while Muluzi still served us in his office- while he still fulfilled the terms Malawians had set for him in his first five years (first term) in office, the unimaginable happened, and Muluzi parted (that way adults take, when they decide to separate as husband and wife) ways with Anne.
For a while, the nation was without a mother, the First Lady. Malawians were orphaned!
Then, just in a nick of time, there came Shanil Muluzi. She had been seeing Muluzi, and was already Muluzi's rib, before they tied the knot. When they informed Malawians of their commitment to each other as husband and wife at a colourful ceremony in Blantyre, it was a national statement meant to ensure the nation that the orphan-hood era was gone- buried with the winds.
Malawi had a mother again. The First Lady Shanil Muluzi.
In 2004, after Muluzi had run his race of two-five-year-terms, Dr. Bingu wa Mutharika came in to fill the shoes. Of course, he also came from the United Democratic Front, having dissolved his People's Party after performing miserably in the 1999 Presidential Elections.
But he was a different man, and had a realistic vision. Along with his differences in personality and vision (from Muluzi's hand-out-way of doing things), Mutharika brought a new face to the 'National Motherhood' role. This face had a name: Ethel Zvauya Mutharika.
Ethel was our mother, carting mother, and dutifully (with few words) went about doing good to the nation. Orphans she looked after. The sad she comforted. She shared in the plight of the ordinary, rural woman, too- the woman long-used to delivering at Traditional Birth Attendants, a woman long-used to walking long distances in the eternal search for water.
For all her troubles, this local woman feeds the nation (as women make roughly 70 percent of the farming population in Malawi). Ethel took it upon herself to care for them, to initiate programmes that would lessen their pain.
That is how Ethel Mutharika's safe motherhood initiatives came to be part of this nation. Remember the Ethel Mutharika Cancer Ward?
She fully fulfilled the duties of the First Lady, the Mother of the Nation.
Then, death came and took her away. It happened while she still served as First Lady, the Mother of the Nation.
As a Mother of the Nation, she could not just be buried as a commoner (excuse me the pun). She had to be buried as the mother of us all. So, her body lay in state for over a week.
People- in Mzuzu in the Northern region; Lilongwe in the Central region, and; Blantyre in the Southern region (in Mzuzu it was at the Mzuzu State Lodge, in Lilongwe at the New State House, and Blantyre at Sanjika Palace)- lined up to see her face one last time.
It is so easy to understand why. While Anne Muluzi was Malawi's first First Lady, Ethel was the first First Lady to die while in her office (the office of the First Lady). These have been 18 years of 'firsts'.
I remember leaving my home in Chilomoni Township, and going to Sanjika Palace to have a last look at Ethel.
Let me also say, right away, that I took her death personally. I actually shed a tear for her. I was really hurt by her death.
When I arrived at Sanjika, I took a liking to one of the songs women sang. Of course, it had no personal message to Ethel, or those who visited Sanjika in those dark days of death. It addressed Jesus Christ; the song. It went:

Mwatani naye Ambuye/
Mwatani naye Ambuye?
Mwatani naye Ambuye Yesu/
Mwatani naye Ambuye.

It may sound 'innocent' here, but the way the women sang; it was so touching I still remember the song, and, when I sing it, like I am doing here, there are no powers under the earth that can stop my tears. That is how it was, and still is. With that song Mwatani Naye.
I do not know why.
But, whatever our wishes- to have Ethel for a while and her voice hear- Ethel was buried at Bingu's Ndata Farm.
Bingu was widowed.
The nation was a collective mass of orphan-hood again.
Just like that.
Sad.
President Mutharika, after staying a couple of years without the one he was used, the one with whom they took life's little steps together, found love in a former Member of Parliament and Cabinet Minister, Callista Chapola.
At least, the nation said, our President has found love at last. It is tough. Running a nation.
In no time, rumours became reality when Mutharika and Callista tied the knot, and vowed to be together come rain or sunshine, in times of ill and good will.
Malawi had a mother again.
The mother was Callista Mutharika. Callista Mutharika the First Lady.
Callista never took long to make an impression. The Callista Safe Motherhood Foundation was born.
She went about, championing women's causes.
When Muslim women met, she was there.
Where Christian womeen met, she was always there- offering words of encouragement.
There is nothing she did that did not qualify her as First Lady.
Callista- endowed with 'some' American height, the infectious smile of an African woman, the courtesy of a mother, the heart of a pioneer missionary, and the vision of an eagle- did all she could to identify with the common man and woman.
And for that she deserves our praise.
For some two years, Callista was the -proud mother of the Malawi nation.
Until April 5, 2012.
Darkness, again, fell on the nation.
Not that this darkness fell on any sitting First Lady. No.
It fell on the nation with equal violence because, within five minutes between 11:30am and 11:35pm on April 5 (hear this, take this: it is April 5. Not 6, or 7, or 8. It is April 5), Malawi had no Head of State and Government.
Bingu, as Malawians fondly called Mutharika, was gone. The shameless, malicious, and dark hand of cardiac arrest took Malawi's only visionary leader since 1994 away from the nation he so loved and, wholeheartedly, wanted to serve.
That death is Malawi's other first. It was the first time Malawi lost a sitting president to death.
The last time death took someone connected to the Presidency is in 1997. In September of that year, Ngwazi Dr. Hastings Kamuzu Banda died at Garden City Clinic in South Africa.
Of course, he made his own first, Kamuzu. He became the first former president to die while out of office.
Malawi was orphaned again.
In a way, Malawi is still orphaned because the one who took over the reigns of power- Joyce Ntila Banda- is a woman.
That is another Malawi-first. Joyce Banda is Malawi's first female president.
But that is not the only 'first' from Joyce Banda.
Her husband, retired Chief Justice (Swaziland and Malawi) Richard (oh, it is the first time I am realising that he is my name-sake! Serious.) Banda became- not the First Lady- but the First Gentleman.
Richard Banda is Malawi's first First Gentleman. A first!
But he is a Gentleman, not First Lady.
In Africa, it is women who keep families intact and provide all the support. That is why we are saying Malawi is an orphan again. Orphaned when Callista stopped being the First Lady.
That, too, is the reason it felt too good to meet Callista today.
Callista, ever-smiling, was in Chilobwe Townshipo today, and attended the inauguration of Chilobwe (Sts Peter and Paul) Sub-Parish to full Parish. Archbishop Tarcizio Ziyaye of Blantyre Archdiocese was there to inaugurate the Chilobwe church.
In fact, even Information Minister Moses Kunkuyu was there. But he was eclipsed by Callista.
People flocked to see Callista, while Kunkuyu watched with the corner of his eye.
Callista was in the company of children, and they all looked happy.
Guess the registration number of the state-of-the-art Range Rover she drove! BICA 1.
When I asked, I was told that I was asking the obvious.
It is an acronym for 'Bingu, Callista' 1.
That vehicle, I was told, was bought while Bingu lived. The BI is for Bingu, and the CA for Callista.
This 'couple', it seems, will forever be together!
That another 'first', too. Being together, when the other party is not there.
It must be a statement of love.
Limitless love.
Colourless love.
Everflowing love.
Considerate love.

With the smiling Callista still with us, Malawi will never be an orphan.

MISA MALAWI CONDOLENCE MESSAGE ON THE UNTIMELY DEATH OF MR. HASTINGS MALOYA

The Media Institute of Southern Africa (MISA) Malawi Chapter, is deeply saddened with the untimely death of Mr. Hastings Maloya, who passed away on Friday evening, September 14 at Adventist Hospital in the City of Blantyre.

Mr. Maloya, who until his death was Programme Officer responsible for communications at Mulanje Mountain Conservation Trust, has been an ardent advocate of media freedom and freedom of expression as well as a campaigner for sustainable use of the environment. His death therefore, has robbed the nation of a great son and has come as a great shock to the nation in general and the media fraternity in particular.

Mr. Maloya will be remembered for his open mindedness, his love and passion for environmental issues and his commitment to bringing journalists together as one family.

MISA Malawi Chapter and its entire membership will fondly remember Hastings for his contribution towards harnessing a cordial relationship among journalists while serving as an executive member in the Chapter’s National Governing Council (NGC) from 2002 – 2004. It was during this period when he introduced the idea of setting up an internet chat group where journalists could be sharing ideas as a fraternity. The chat group came to be known as the NAMISA googlegroup.

Today, the NAMISA chat group has become a source of knowledge and information for MISA Malawi members, as well as a source of pride for the Chapter. Hastings will also be remembered for numerous other contributions in the media industry, which are just too many to mention.

Among other workplaces where Hastings has rendered his valuable services include the Malawi Broadcasting Corporation (MBC), Blantyre Synod where he worked as Communications Officer and Mulanje Mountain Conservation Trust.

As his remains will be taken to Mulanje today (Saturday) for burial tomorrow, September 16, Hastings will be sadly missed by the media fraternity in Malawi, especially the young and upcoming journalists, who considered him a fountain of wisdom.

MISA Malawi and the entire fraternity send their condolences to the deceased family, colleagues and relatives who knew and loved him. We all loved him but God loved him the most.

May his soul rest in eternal peace.

African Union Directorate of Information and Communication advocates for theprotection of journalists engaged in dangerous assignments

Addis Ababa, 15 September 2012: “The African Union Commission (AUC) believes on the crucial role of the media and their committed to tell the true story of Africa to the Africans and to the world as the journalists’ contribution to enhance the development and democratization of the Continent” the Director of Information and Communication (DIC) of the African Union Commission, Mrs. Habiba Mejri-Cheikh was speaking on 15 September 2012, while addressing participants during the Pan-African conference on the safety of journalists and the issue of impunity holding from 14-15 September 2012 at the African Union (AU) headquarters of in Addis Ababa, Ethiopia.

The objective of the conference is to create a culture of safety for African journalists and media workers through sustained efforts to protect them against attacks and to combat impunity against violence targeting media, in the interest of freedom and democracy.

The DIC Director underlined that the safety of journalists as well as freedom of expression still constitutes a key obstacle for achieving the full implementation of the right for freedom of opinion, even though much has already been done at continental level to enhance press freedom.

She underscored the importance to develop policies that will mitigate the risks faced by journalists when exercising their duties. She expressed the wish for African governments to ensure the safety of journalists through concrete action, strong commitment, and law enforcement. “The protection of journalists and media workers is inherent of rights and freedoms to which media professionals are entitled under the African Charter of Human and People’s rights and other international human rights treaties. But legal provisions alone will not help solve the problems without effective enforcement by governments of their obligations under international law instruments”, she underscored.

Deploring the fact that most media houses in Africa do not have appropriate and adequate policies and resources to protect their journalists especially those assigned to cover news event in dangerous situations, Mrs. Mejri-Cheikh highlighted measures taken by the African Union Commission to improve media freedom, the capacity of African journalists and access to information. “The African Union Commission is ready to cooperate with all continental and regional initiatives and efforts that aim to protect the media and ensure their safety” she added.

The Pan-African conference on the safety of journalists and the issue of impunity ended today with a firm commitment to elaborate a credible strategy aimed at mobilising journalists and their organisations, media houses, governments, regional and international organisations such as the African Union and the United Nations’ leading agencies in the promotion of freedom of expression and human rights such as UNESCO and Office of the High Commissioner for Human Rights, among others.

The conference resolved that journalists and their organisations need to develop effective mechanisms to monitor and gather information about press violations as well as to identify pro-active and results-oriented initiatives to ensure that such information is shared with the authorities and other partners at the local, national, regional and international levels.

A Plan of Action was adopted to ensure the implementation of some guiding principles aimed at protecting the safety of journalists in Africa.

Pan-African Conference on Safety of Journalists and Issue of Impunity kicks off with a call for safe and free environment for African journalists

Addis Ababa, 14 September 2012: African journalists face great personal and professional risks while carrying out their duties in collecting, processing, and disseminating information that require policies and measures to minimize those risks and provide a safe and free environment for media agents. This was focus of Pan-African Conference on Safety of Journalists and Issue of Impunity (PACSJII), which kicks off today 14^th September at the African Union New Conference Center, Addis Ababa, Ethiopia.

The Conference is organized by Federation of African Journalists (FAJ) in collaboration with the Directorate of Information and Communication (DIC) of the African Union Commission (AUC), and the United Nations Educational, Scientific and Cultural Organization (UNESCO), this two-day conference aims to address the role of government in ensuring the safety of journalists, AU role in promoting and protecting the safety of journalists, and best practices in legislation, law enforcement, and judicial instruments.

Officially opening the conference, Ambassador John Shinkaye, Chief of Staff in the Bureau of the Chairperson of the AUC, representing the AUC Chairperson H.E. Dr. Jean Ping, pointed out that Journalists and media workers in Africa are continued to be subject of most dangerous and violent attacks and said "policies must be developed and implemented to minimize the risks faced by journalists".

He noted that the role of governments in ensuring the safety of journalists is particularly important as it will be up to the political will of African leaders to spell out the measures necessary to help protect journalists.

According to the Chairperson Ping’s speech, “the African Union Commission has undertaken to enhance media freedom, capacity, knowledge, research and access to information in the continent a tangible and irreversible reality” he underlined that that the Commission is moving forward on its effort to build consultative mechanisms for sharing views, dialoguing and carrying free discussions on the media development at the African level. The statement reiterated the African Union Commission’s readiness to cooperate with all continental and regional initiatives and efforts that aim to protect the media workers and journalists. Highlighting the importance of press freedom for democracy, Ethiopian Minister of Communication Mr. ShimelesKemalsaid said the media can not make an impact on the democratic political life of the nation without its operational independence.“The constitution, therefore aims at protecting the media practitioner by commanding the state to facilitate adequate legal and institutional protection to ensure the safety of their operation” he added.

Mr. Omar Faruk Osman Nur, FAJ President emphasized on the importance of journalists rights in carrying out their duties under safe conditions for freedom of the press and freedom of expression.“When journalist can act without fear, secure in their person and their profession, they are empowered to bring vital information to the people. They become agent of democracy and freedom.” He noted.

Mr. Janis Karkliins, Assistant Director-General for Communication and Information, said” The UN Plan of Action aims toward the creation of a free and safe environment for journalist and media workers, including social media producers, in both conflict and non-conflict situation, with a view to strengthen peace, democracy and development worldwide.”

According to Mr. Joel Odijie, General Secretary ITUC-Africa, “ITUC recognizes that journalists as part of our communities have contributed immensely to the development of Africa. We acknowledge that journalists are gate keepers in the Inn of democracy. Their monitoring, reporting and analysis of government process and actions contribute toward the promotion of good governance, accountability and efficient service delivery. Particularly, their whistle-blowing efforts through investigative journalism have contributed to reduce corruption”.

Representing the IFJ President, Mr. Jim Bounelhacommends efforts made by IFJ‘s African Affiliates to put this issue on the agenda of their governments and the African Union. “This is a huge task not only in Africa but also worldwide, and IFJ African Unions now play a major role in this fight at global level” he underscored.

The Pan-African Conference on Safety of Journalists and Issue of Impunity is the second meeting on safety of journalists organized by the Federation of African Journalists in collaboration with the Directorate of Information and Communication of the African Union Commission. The first meeting was held on September 2010 at the AU headquarters. Ithis conference is also a continental follow-up of the UN Inter-agency meeting on the Safety of Journalists and the Issue of Impunity that took place in September 2011 in Paris, France.

The Conference being attended by journalists’ leaders, trade unions representatives, press freedom and human rights activists, AU representatives, UN officials, representatives of the African Union member states, Federation of African Journalists Affiliates and International Federation of Journalists representatives.

The conference ends on 15 September 2012.
